Senior Meta-Reviewers See Reviews During Discussion
1. Make sure Review Form has questions that are marked 'Visible to senior meta-reviewers'
2. Make sure the papers you want discussed are enabled in the Chair Console
3. Set the 'Review Discussion' activity to 'Enable' with an end date in the future (do this for each track separately)
