SCENARIO: Some Authors Can View Reviews

OVERVIEW

Some Chairs may want Authors to see completed Reviews while the Review phase is still ongoing.
This is done via Paper Status.
All Authors will see Paper Status; designated Authors will see Paper Status and Reviews.
